Helping people to own their own home
The government says its aim is to “help provide more hard working people with the chance to own their own home” and “increase housing supply and access to home ownership”.
Government plans for the housing market:
Plans include:
- Extending the ‘Right to Buy’ scheme to tenants of housing associations.
- Requiring local authorities to dispose of high value empty properties.
- Helping those wishing to build or commission their own homes by requiring local planning authorities to help identify suitable land for those who are registered in the area.
- Supporting the delivery of starter homes which will be sold at a discount of 20% to young (under 40) first time buyers.
- Achieving the target of obtaining local development orders on 90% of suitable brownfield sites by 2020, by introducing a register of brownfield land.Speeding up and simplifying the neighbourhood planning system.
- Other changes that support housing growth.

Caroline Murray (pictured), head of Grayson’s property department says “It’s good to see that the government is taking action to encourage and help people to buy their own homes. There is certainly a blockage at the beginning of the property ladder, which clearly has a knock-on effect on getting properties further up the ladder moving too. If the government’s plans help it to meet its pledge to support the supply of 200,000 starter homes over the next 5 years, it has to be good news for everyone.”
